The author, who writes in the middle of WWII, describes Germany as “barbaric savagery and organized
wickedness.” He argues for an international law order to govern the modern world, denying the right of
sovereignty to nations such as Germany, “to outlaw and control war worshippers, crime and criminals.”
We must “face fearlessly the concept of a super sovereignty.” The author believes in “the essential
goodness of man…ninety-five percent of this planet’s population are honest, friendly, and reasonably
intelligent people. We must organize more effectively to control the braggarts, bullies, and fiends who
are a small minority.”
