other European countries that gave him context and connection with the political, economic and social
forces of other countries. This book is based on Hoover’s personal papers housed at Stanford
University. The book addresses war debt, stabilization of money, foreign policy in Latin America, and
the transfer of power to the Roosevelt administration.
